Job Description:

The Proposal Manager will collaborate with regional and business line teams on identified priority pursuits, including partnering in the preparation of formal and informal client solicitations, requests for qualifications (RFQ), requests for proposals (RFP), shortlist interviews, and pre-solicitation efforts. Successful candidates will demonstrate they have the initiative, skill, and personal commitment to manage multiple projects and details concurrently, follow up, and bring tasks and projects to full completion. An ability to produce accurate, compliant, and compelling work independently and with others is essential. The position also requires an ability to meet non-negotiable client deadlines, sometimes with very fast turnaround times. Additional responsibilities include the following:

Job Responsibilities:

  • Participates in strategic planning that includes evaluating marketing intelligence, identifying customer concerns and key issues, and developing win strategies.
  • Serves as marketing lead for a client, in collaboration with Client Account Managers (CAMs) or Market Sector Leaders.
  • Works as a partner to the CAM as the go-to marketing resource for their account(s).


  • Implements client marketing strategies and priorities working in collaboration with CAM, BL, Regional and
  • Communication Leaders to ensure alignment with overall corporate strategy.
  • Contributes to development and implementation of internal training programs on topics related to core processes, tools, practices, or other special topics, as needed.
  • Contributes to leadership and strategic direction for proposals, and reports on capture planning, proposal efforts, and debriefs related to that client.
  • Leads special projects involving teams of BL or multiple staff, as directed by Marketing Lead

Job Requirements:

  • Bachelor’s degree plus a minimum of four (4) years of related experience or demonstrated equivalency of experience and/or education.

Qualification & Experience:

  • Ability to write, edit and produce documents in Word and Power Point are essential. In addition, experience with Adobe InDesign is preferred.
  • 5-10 years of professional experience, with at least 5 years of experience writing, coordinating, and managing proposals
  • Experience managing proposals for AMTRAK and other rail-transportation-related IDIQ contracts, stand-alone projects, and task orders
  • Strong writing and editing skills
  • Experience managing proposals for architect-engineer and environmental services
