Job Responsibilities: Under the direction of the Motor Carrier Specialist III, the incumbent plans, organizes, and directs the work of a field MCSU or Field Division office; acts as a staff assistant to the Motor Carrier Specialist III; conducts ongoing field training for assigned Motor Carrier Specialist I personnel on a one-to-one basis and as a principal instructor at in-service classes; performs specialized research and administrative functions; reviews and evaluates the effectiveness of field inspection and investigation activities and recommends changes in the motor carrier regulation program as needed; advises carriers and assists in developing programs for the selection, training, and supervision of drivers, vehicle inspection maintenance, operational, and hazardous material handling practices; makes field studies and investigations of special conditions, or of complaints alleging improper or unsafe operating practices; performs special research and makes test of automotive equipment and new automotive equipment devices; provides technical information regarding hazardous materials transportation to field enforcement personnel and to other state agencies as requested; gathers evidence, prepares complaints, and testifies as an expert witness in proceedings before the courts and transportation regulatory agencies.
