Job Description:

The Department of Human Services (DHS) is looking for an experienced Deputy Administrator for our Singles Homeless Services Administration.  The Family Services Administration (FSA) mission is providing protection, intervention, and social services to meet the needs of vulnerable adults and families to help reduce risk and promote self-sufficiency.

This job announcement may be used to fill any future vacancies throughout the DC Government, Department of Human Services (DHS). The current vacancy will lead the Homeless Services Programs (HSP) for Individuals experiencing homelessness. The Homeless Services Program (HSP) provides outreach, transportation, shelter, housing, case management and prevention services for individuals and families who are homeless or at-risk of becoming homeless. The starting salary for this position is negotiable up to $143,646.00, depending on qualifications and availability of funds.

Job Responsibilities:

The incumbent in this position will assist with FSA in leading, planning, developing, implementing, administering, and monitoring the Homeless Services Program for the Singles System.  They will work under the general supervision of the Family Service Administrator, who will provide policy guidance, program objectives and changes in program emphasis.  They will assist the FSA Administrator in planning, controlling, and coordinating the overall administrative, program management and policy formulation for the Homeless Services Program.  The incumbent is delegated authority to act on behalf of the Administrator in his/her absence.  The Deputy Administrator will also need to be able to successfully coordinate the operations of the Homeless Services Program with other District Government Agencies and the provider community.

The incumbent will provide managerial leadership in setting and implementing policy within the framework of service delivery, including the delineation of scopes of services, allocation of resources, grant commitments, manpower needs, services priority, implementation strategies and organizational structures.  They will also be responsible for assisting the Administrator with developing and implementing program plans which include statements of philosophy, goals, objectives, definitions of standards of care and performance measures, procedures, and systems of record management.  The incumbent will also be responsible for the oversight and monitoring of contractors and service providers and ensures the efficient and effective implementation of homeless programs.  They will also be assisting with preparing, justifying, recommending, and implementing an annual budget in accordance with the DHS agency director.

Qualification & Experience:

  • Experience providing managerial leadership in setting and implementing policy within the framework of service delivery.
  • Experience providing overall policy guidance, program objectives and changes in program emphasis.
  • Experience planning, controlling and coordinating the overall administrative, program management and policy formulation for the Homeless Services Program.
  • Experience managing decision making processes around Homeless Services’ oversight initiatives, quality improvements, and program administration.
  • Leading, supervising, and developing a professional staff.
  • Effectively communicating the agency’s mission orally and in writing with all levels of stakeholders.
  • Experience working with Strategic Plan, Strategic Implementation Plan, Division Plan, and Program processes.
