This position is located in the Commission on Human Rights (COHR).  Administrative Law Judges (ALJ) at the Commission adjudicate public and private sector discrimination complaints brought under the D.C. Human Rights Act, D.C. Code § 2-1401.01 et seq., the Fair Criminal Records Screening Act, and the Family Medical Leave Act.   They also provide an appeals process for applicants who were found ineligible for employment under the Criminal Background Checks for the Protection of Children Act. Although the Commission is within OHR, the Commission acts independent of OHR in order to adjudicate cases in an impartial, quasi-judicial manner.  ALJ’s may be assigned a variety of administrative responsibilities, such as legal research, writing, editing, advising and/or counseling, and litigation related functions.

Job Responsibilities:

Conducts formal adversarial administrative hearings.  The incumbent conducts all phases of the adversarial administrative hearing process to include issuing scheduling orders, supervising all phases of discovery, reviewing and adjudicating pleadings and motions; conducting pre-hearing conferences; making determinations on evidentiary admissibility; administering oaths and taking sworn testimony.

Conducts administrative hearings in an orderly and impartial manner, determines the credibility of witnesses, evaluates testimony and evidence, and analyzes complex legal issues.  The ALJ applies relevant case law, statutes, and regulations to render a decision with findings of facts and conclusions of law on all material points.  The ALJ responds to exceptions and objections to the proposed opinion and arranges and conducts tribunal meetings with Commission Tribunals to prepare and issue final decisions.  The ALJ notifies litigants of their appeal rights.​

Qualification & Experience:

Applicant must have 1 year of specialized experience that must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
