Job Description:

The Marine Security Operations Centres (MSOC) were created to provide effective maritime security by collocating departments and agencies with a security and/or safety mandate. The Marine Security Operations Centres are located in Victoria, Niagara on the Lake and Halifax. The partner agencies are the Department of National Defence, the Royal Canadian Mounted Police, the Canada Border Services Agency, Transport Canada, the Canadian Coast Guard, and Fisheries and Oceans Canada (Conservation & Protection). Together, these departments and agencies use their respective sensor and system data to create the national maritime picture and their collaboration supports timely operational decision making. For its part, the Canadian Coast Guard monitors activities in Canadian waters 24/7/365 in each of the MSOCs using radar, Long Range Identification and Tracking (LRIT), the Automatic Identification System (AIS), and the Information System on Marine Navigation (INNAV). Coast Guard personnel also provide maritime expertise to help interpret and assess on-water activities to detect threats.

Job Requirements:

  • Ability to analyze information and make recommendations to management.
  • Knowledge of the concepts of maritime domain awareness (MDA) and of the Canadian Coast Guard’s contribution to it.
  • Knowledge of information management techniques.
  • Ability to communicate effectively orally to large groups.
  • Ability to communicate effectively in writing.
  • Ability to collaborate effectively with partners, stakeholders and/or clients.
  • Knowledge of Canadian Coast Guard Programs.
  • Ability to work under pressure and set priorities in a rapidly changing environment.
  • Ability to utilize Microsoft Office tools.

Qualification & Experience:

  • Experience in marine navigation and navigation charts.
  • Marine Communication & Traffic Services (MCTS) Officer certification.
  • Department of National Defence marine certificate.
  • Search & Rescue Coordinator certificate.
  • Transport Canada Marine Certificate of Competency.
  • Bridge watch or Engine Room Rating certification.
  • Storekeeper or Logistics certification.
  • Coast Guard Command or Coast Guard Watch keeping certification.
  • Experience interacting with multiple Canadian Coast Guard programs.
  • Experience in a seagoing or shore based work environment in Canadian Coast Guard operations.
  • Emergency Management certification or training.
  • Experience in using navigation, mapping, geographic information systems (GIS) or other geospatial software.
