Job Description:

This newly created role will report to the Executive Vice President, Program Management and will be a key contributor to the successful management through design, construction and delivery of Metrolinx’s capital infrastructure program, ensuring they meet Metrolinx’s long-term strategic plans, and project quality, estimating/scheduling, and risk management requirements

Job Responsibilities:

  • Establishes benchmarks, goals, and objectives that reflect corporate strategy and direction, including appropriate metrics (Key Performance Indicators), monitoring systems, and reporting functionalities
  • Develops and champions provision of matrixed services in program controls to allow consistency, efficiency, in the approach to project controls support and the strategic deployment of resources needed to meet growth mandates of the Capital Projects Group
  • Leads the community of practices and Provides direct mentorship and subject matter guidance to the embedded Sr. Manager, Project Controls and Project Management Office leads to drive consistency and create best practices in the support provided
  • Delivers Program Controls leadership to the Capital Projects Group in the subject areas of estimating, scheduling, quality assurance and document control, and risk management) to support the on-time, on-budget, and on-quality delivery of the program with subject matter leadership to ensure the support is complementary to the method of project delivery.
  • Provides strategic oversight in the development and sponsorship of best business practices and procedures, and principles of practice from Director level leadership in the following areas: Risk Management, Quality Management, Estimating and Scheduling.
  • Along with the VP of Capital Finance, is held responsible for the financial health of the Capital Projects Group organization and stewardship of all financial and other resources to support the capital program
  • Works with Directors and Managers to establish a comprehensive and clearly articulated vision of Program Controls’ overall shared services portfolio for various stakeholders to meet the mandate of optimizing resources across all capital projects

Job Requirements:

  • Completion of a Master’s degree in Engineering, Business, or a related discipline – or a combination of education, training and experience deemed equivalent
  • Minimum 15 years of progressively senior leadership of large engineering/project management services teams engaged in for complex infrastructure projects, preferably in the construction industry –and/or in the Canadian public sector
  • Knowledge of relevant construction, facilities, and environmental legal and regulatory requirements
  • Knowledge of transportation, engineering, design, and construction management applied to structures, roadways, railways, facilities, and related projects is an asset
  • Training and Experience in LEAN or Six Sigma would be considered an asset
  • Knowledge of applicable legal and regulatory requirements governing delivery of passenger rail services is an asset
  • A valid Professional Engineering (P.Eng.) license in the Professional Engineers of Ontario (PEO) is an asset
  • Certification as Certified Cost Professional (CCP), Certified Construction Manager (CCM), Project Management Professional (PMP) are assets
  • Applied knowledge and experience of project controls with different types of infrastructure delivery models including P3, traditional, and other progressive type delivery models
