Job Description:
The Service Planning department conducts comprehensive strategic and technical transportation planning/analysis to develop plans for new services and associated infrastructure requirements, and optimize existing services in support of corporate business, market, service, and long-range planning objectives.
Job Responsibilities:
- Manages projects for new, revised or enhanced services from beginning to end, including monitoring project progress, budget and schedules, stakeholder and customer requirements.
- Conducting business analysis leading to GO-related transportation policy development and process improvements
- Working within complex environment with multiple stakeholders and conflicting constraints
- Engages as a key point of contact and facilitator, liaising with stakeholders, municipal partners and provincial ministries on GO Transit service planning matters.
- Represents GO Transit at external agency meetings for transportation master plans, environmental assessments or other planning studies
- Develops innovative ways to provide new and improved services to customers while considering their needs and expectations, by: recommending strategies to address service improvements, feasibility studies, developing service designs/corporate documents, etc.
- Recommends tender bids for contract awards, property requests for acquisitions, requisitions for purchase orders, change orders for contracts, and addenda to consultant agreements
- Supervises staff engaged in all stages of project management to develop and execute long-range and short-term bus and rail service planning
Job Requirements:
- Demonstrated Project Management skills, with the ability to co-ordinate different complex projects under pressure, meeting schedule and budget commitments.
- Interpersonal and oral/written communication skills to edit and review designs from consultant reports, design drawings, specifications, and contract documents, and to make presentations to senior management and other stakeholders
- Analytical and negotiation skills and political acuity to present the corporate position in conditions that are frequently adversarial
- Minimum eight (8) years’ progressive experience planning and designing transportation services, transit facilities, heavy rail infrastructure, and/or developing / communicating / distributing service information, preferably in the public sector
- Thorough knowledge of innovative and progressive transit planning processes and methodologies, including knowledge of government transportation direction, transportation policy analysis, and transportation data analysis and modeling.
- Completion of a degree in Engineering, Planning or related field – or a combination of education, training and experience deemed equivalent
