Job Description:
Our Municipal Sponsor Office is looking to hire a Senior Advisor. This role will establish strong relationships and leverage governance with both inter-governmental partners and Metrolinx project teams to enable collaboration and problem solving in support of advancing capital programs (e.g., GO Expansion, Rapid Transit, Stations programs) across the Greater Toronto and Hamilton Area (GTHA).
Job Responsibilities:
- Prepares and edits complex material for large/senior audiences and maintains sensitivity to the needs/expectations of those audiences.
- Supports the Manager in brokering of inter-governmental approvals related to major multi-disciplinary program and planning projects to further the implementation of capital projects under the RTP.
- Leverages established governance structures with Metrolinx’s key transit stakeholders to ensure the seamless delivery of capital projects to further RTP) implementation for the GTHA.
- Provides creative analysis and advice to Municipal Sponsor (Sr. Manager) responsible for 905-area municipalities, on strategy and the path to approvals for high-profile capital projects within the framework of the government’s transit policies and programs.
- Leads the development and administration of reports to support governance (e.g., project folios, issues registries, committee reports, etc.), and supports the development of presentations to senior management.
- Collaborates with multi-disciplinary teams by providing recommendations to resolve municipal issues related to project planning and delivery in areas such as transit system planning, transit-oriented development and mobility hubs, in order to further implement the Regional Transportation Plan.
- Prepares correspondence for the management and executive signature for issues related to regional transit project planning and capital delivery.
- Leads the coordination of intergovernmental tables such as the Regional Roundtable.
Job Requirements:
- Interpersonal, negotiation, and oral/written/presentation communication skills to develop and present reports, interpret policy, and provide representation on committees, conduct negotiations, and facilitate stakeholder management
- Understanding of contemporary transit and related infrastructure issues affecting provincial, municipal, and community stakeholders
- Planning, research, analysis, and problem solving to advise senior officials on strategically complex and time sensitive or contentious issues
- Expertise in public policy development, planning, communications, issues management, or stakeholder relations
- Completion of a degree in Public Administration, Public Policy, Communications, Planning or a related discipline or a combination of education, training and experience deemed equivalent
- Minimum six (6) years’ experience in stakeholder management, inter-governmental relations, issues management, planning, or policy development
- Experience working in or with municipalities, government, or sectors related to infrastructure planning and delivery is preferred
- Knowledge of policy development processes
- Knowledge of contemporary provincial / municipal legislation and government decision making processes
- Diplomacy skills to act as a key contact amongst stakeholders, in a political environment where provincial and municipal legislation provide the framework
