Job Description:
Our Capital Projects Group, Environmental Programs and Assessment Division, is seeking multiple Environmental Project Coordinators to join the team and coordinate the mitigation requirements of environmental assessments, represent the interests of Metrolinx on site and coordinate the relationship between the various consultants, contractors and stakeholders on infrastructure projects requiring environmental approvals, mitigation and reporting.
Job Responsibilities:
- Develop good working relations, to collaborate and exchange information and maintain a current knowledge of policies and legislation with MECP, and other agencies, as they affect Metrolinx.
- Conduct research and prepare documents for approval, and recommends approval terms and conditions to the project group.
- Plan, manage, and oversee the project work of consultants, to ensure environmental compliance with Environmental Assessment Requirements as prescribed in the GO Transit Class Environmental Assessments (EA) Document, Transit Project Assessment Process (TPAP), and Impact Assessment Act (Federal) and report internal user group requirements through all project stages, such as the preparation of environmental assessment documents, mitigation reports, project studies, design reports, sustainable development reports, accessibility reports, contract specifications and construction administration.
- Administer consultant agreements and construction contracts as they pertain to environmental mitigation and reporting of Metrolinx infrastructure expansion projects.
- Providing information, assistance, and advises (by explaining, procedures and information needs) on legislative requirements as they pertain to projects.
- Monitoring and reporting on contractor / consultant adherence to contract terms of reference, and compliance with the Ministry of the Environment, Conservation & Parks (MECP) and Conservation Authority guidelines, and assists in the development and application of corrective measures.
- Manage the environmental mitigation and reporting aspects of projects through all stages of design and construction in terms of function, quality schedules and approvals in co-ordination with external and internal authorities.
- Review and interpretation of existing and new codes, guidelines, and legislation impacting environmental compliance and conveys this information in writing to relevant internal stakeholders.
- Identifies policy, procedure, and information problems, and develops recommendations for improvements and/or corrective action.
- Ensuring TPAP and GO Transit Class EA conditions are achieved and reporting requirements documented for submission.
- Assist Metrolinx management and the communication group by providing information, interpretation, and clarification on regulatory requirements and approvals.
Job Requirements:
- Proficiency in the use of project management software and computer applications is essential.
- Minimum 5 years’ experience related to Environmental Assessments and compliance within the planning, design and construction of transit facilities, interpreting and applying contract plans and specifications and co-ordinating contracted engineering projects.
- Excellent written and oral communication skills, ability to work independently, strong interpersonal and negotiating skills and analytical ability are a must.
- Detailed knowledge of project management including cost control, scheduling, codes, standards, specifications, corporate policies and procedures and applicable environmental legislation.
- A university/college diploma in Environmental/Civil Engineering or a related discipline (Planning/Environmental Management/Environmental Science) or an equivalent combination of education, training and experience providing a thorough knowledge of the theories and practices of environmental engineering and/or environmental planning/management.
- Thorough understanding of the Transit Project Assessment Process, Ontario and Canadian Environmental Assessment processes, Environmental Protection Act, Endangered Species Act, Migratory Birds Convention Act, Planning Act and Class Environmental Assessments (GO Transit and MTO).
