Job Description:
Our Capital Projects Group is seeking a Project Manager for its Pre-Construction Services and Third Party Projects Review to work in the Subway office to manage the design and work plan reviews, approvals and permitting requirements of assigned third party projects that are planned to occur within, or adjacent to, Metrolinx planned and existing rail corridors.
Job Responsibilities:
- Track established key performance indicators (KPIs) for performance measurement and management purposes.
- Ensure that third party project designs and work plans conform and comply with relevant Metrolinx guidelines, requirements and standards to protect for the safety and integrity of active rail corridors, and do not negatively impact the design and delivery of new Priority Transit Projects, such as the Ontario Line, Scarborough Subway Extension, Yonge North Subway Extension and the Eglinton Crosstown West Extension.
- Lead a multi-disciplinary team of Metrolinx staff, technical advisors and contractors in the review and approval of third party projects that are primarily situated on private lands that are adjacent to existing and planned rail corridors, from the pre-application consultation phase, through to project completion, with or without staff delegation.
- Represent Metrolinx and liaise with staff from other authorities having jurisdiction for third party planning and development approvals, such as municipalities and conservation authorities.
- Envisions project scope of work, initiates, prepares and presents for execution, terms of reference and subsequent addenda for agreements governing the engagement of consultants.
- Reviews contract tender documents and recommends tender bids for contract awards.
- Review and evaluate Metrolinx and third-party project plans, studies, reports, construction schedules, transit operating schedules and contract documents, to meet established policies, procedures and standards. Assess potential impacts and opportunities as well as develop and execute recommendations/intervention strategies to address such matters.
- Manage applicable oversight and enforcement activities associated with Metrolinx permits, conditions of approval and agreements.
- Manage the development and execution of agreements between Metrolinx and third parties, such as construction agreements.
- Review third party Planning Act and development applications and provide feedback within the municipal planning regime to ensure compliance with Metrolinx requirements, regulatory obligations and guideline documents.
- Supervises staff engaged in all stages of third party project management.
Job Requirements:
- Completion of a university or college degree in Urban and Regional (Land Use) Planning, Transportation Planning or a combination of education, training and experience deemed equivalent.
- Project management experience to manage assigned projects of high value and complexity and supervise staff engaged in all stages of project management from start to close-out.
- Minimum eight (8) years’ experience in municipal planning, project management and land development, preferably within the public sector and ideally including: a) Experience and knowledge in rail corridor related development/construction and applicable design and operational requirements and b) Experience and knowledge of planning and building permit law and practices
- Working knowledge of Geographic Information Systems (GIS) software is considered an asset
- Full or Provincial membership in a professional planning body (Registered Professional Planner (RPP and MCIP); or Project Management Professional (PMP) certification or partial completion is an asset.
- Organizational, time management, interpersonal and oral/written/presentation communication skills to coordinate complex projects under pressure to meet schedule and budget commitments.
